Owner Resources
Since 1912, the State of Wisconsin, Department of Safety and Professional Services (DSPS or Department) and its predecessor agencies have regulated elevators and other conveyances serving commercial buildings in an effort to provide for the safety of passengers and users of buildings and sites.
The owner is responsible for ensuring the code compliance and safe operation of their conveyance. A conveyance that has not been placed out of service must pass all applicable periodic tests, pass the annual inspection and have the PTO (Permit to Operate) renewed, printed and posted to remain in use.
Owners may contract with a private inspection company for annual inspections. If an owner does not contract with a private inspection company the inspection will be automatically performed by the State through a licensed subcontractor at their discretion. (source: Wisconsin DSPS)
